1949

The City of Harlingen, Texas established the Housing Authority of the City of Harlingen.  The Harlingen Housing Authority was established to assist low-income families with safe, decent, sanitary, and income based apartments.

1951

Construction began for the Los Vecinos Public Housing Community located on 702 South “M” Street in Harlingen, Texas 78550. Construction was completed in 1952 and was ready to house 150 low income families.

1952

The Le Moyne Gardens Housing Community was acquired by the Harlingen Housing Authority located at 3221 North 25th Street, Harlingen, Texas 78550. In the 1940’s Le Moyne Gardens was an Air Force base for families serving our country. The Le Moyne Gardens Public Housing Community was ready to house 200 low income families. The Family Living Center Apartments were acquired by the Harlingen Housing Authority through the U.S. Department of Agriculture. These eight (8) apartments provide affordable housing to families within the Le Moyne Gardens community.

1957

Construction began for the Bonita Park Public Housing Community located at 601 South Rangerville Road in Harlingen, Texas 78550. Construction was completed in 1958 and was ready to house 120 low income families.

1965

A partnership was established with the NINOS Head Start Program formally known as Cameron/Willacy County Community Projects. Two apartments from each of our Public Housing sites were removed from the rent rolls to accommodate and promote the Early Childhood Education Program for children ages 3, 4 & 5 years old. Los Vecinos assigned units 309 & 310. Bonita Park assigned units 29 & 30 and Le Moyne Gardens assigned units 25 & 26.

1969

The Le Moyne Gardens Public Housing Community and The Family Living Center Apartments were reconstructed and rebuilt. The Heritage Manor Public Housing Community was acquired by the Housing Authority and was located at 202 South First Street in Harlingen, Texas 78550. The Heritage Manor Public Housing Community housed 104 elderly and disabled low income families.

1974

The Section 8 Certificate Program was established by the U. S. Department of Housing and Urban Development (HUD). In 1976 The Harlingen Housing Authority began to implement the Section 8 Certificate Program. 131 low-income families were assisted within the Harlingen Community.

1986

The Section 8 Certificate Program was changed to the Housing Choice Voucher (HCV) Program. At this time HHA was assisting over 400 low income families.

1991

The Harlingen Affordable Housing Corporation (HAHC Non-Profit) was established to enhance, develop, assist, and promote affordable housing opportunities in Harlingen, Texas. HAHC was organized for charitable and educational purposes. Construction began for the Sunset Terrace Public Housing Community located at 1401 North Sunset Drive, Harlingen, Texas 78550.

1992

The Sunset Terrace Public Housing Community was ready to house 20 low income families. Sunset Terrace was built to assist families with self-sufficiency. This community was part of the Family Self Sufficiency Program. The Boys & Girls Club was established at the Le Moyne Gardens Community. The Boys & Girls Club enables all young people, especially those who need us most, to reach their full potential as productive, caring, responsible citizens.

1994

The Family Learning Centers were established through a partnership between the Harlingen Housing Authority (HHA) and the Harlingen Consolidated Independent School District (HCISD) to provide afterschool tutoring for school age children. HCISD provides the Master Teachers & Student Mentors. HHA provides the facilities, materials and supplies needed to operate the Family Learning Centers. Currently, the Family Learning Centers operate during the HCISD calendar and are located at all of our Public Housing Sites.

2000

The Harlingen Housing Authority purchased the property and building at 219 E. Jackson Street, Harlingen, Texas 78550. This is the main office for the Housing Authority.

2008

The Butterfly Garden was a project established to beautify The Le Moyne Gardens Community. This beautification project was a partnership with the Housing Authority, City of Harlingen, Harlingen Proud, Marine Military Academy, and Texas State Technical College.

2009

The Heritage Manor Public Housing Community was sold. Families living at Heritage Manor were relocated to Public Housing or received a HCV/Section 8 Voucher to relocate.

2010

The HCV/S8 Program began the Veterans Affairs Supportive Housing Vouchers (VASH Vouchers). These Vouchers are specifically for Homeless Veterans.

2013

The Aragon Duplexes Public Housing Community was acquired through the Replacement Factor Funds. The Aragon Duplexes are located at 1810 & 1814 Aragon Drive, Harlingen, Texas 78552. The Aragon Duplexes provide 4 low income families with safe, decent, and sanitary apartments.

2015

The Harlingen Housing Authority Family Learning Center Summer Program began a six-week summer program for school-age children.

2016

The Arroyo Vista Court Public Housing Community located at 505 Arroyo Vista Court, Harlingen, Texas 78550 was acquired through the Replacement Factor Funds. The Arroyo Vista Court Apartments provide 4 low income families with safe, decent, and sanitary apartments. The Le Moyne Gardens Community established a Vegetable Garden to promote healthy lifestyles. A partnership between the Harlingen Housing Authority and the Healthy Harlingen’s Nutrition Workgroup as part of the Mayor’s Wellness Council and the Valley Baptist Legacy Foundation.

2018

The No Smoking Policy (mandated by HUD) was implemented at all Public Housing Properties.

2017

The Los Vecinos Community established a Vegetable Garden to promote healthy lifestyles. A partnership between the Harlingen Housing Authority and the Healthy Harlingen’s Nutrition Workgroup as part of the Mayor’s Wellness Council and the Valley Baptist Legacy Foundation. The Little Free Libraries were established at Los Vecinos, Bonita Park, Sunset Terrace and Le Moyne Gardens. The Harlingen Housing Authority established the Housing Choice Voucher/Section 8 (HCV/S8) Homeownership Program which encourages HCV/S8 participants to utilize the HCV/S8 Voucher for homeownership.
